    Announcing the 2026 St. Louis Titan 100 Recipients

Roy J. Whitley is the President & Chief Executive Officer of Rx Outreach, the nation’s only nonprofit mail-order pharmacy serving patients in all 50 states and U.S. territories. Under his leadership, Rx Outreach has undergone a period of disciplined transformation focused on mission alignment, operational excellence, and expanding access to affordable and free medications for underserved communities nationwide.
With more than 15 years of experience across healthcare operations, financial strategy, and entrepreneurship, Roy has helped build and scale multiple organizations, including serving as CFO and partner for several ventures that collectively generated more than $20 million in annual revenue. At Rx Outreach, he has led high-impact initiatives such as Fill-The-Gap, a donor-funded free medication program for older adults, and a rapid disaster-response model to ensure continuity of care during times of crisis.
Roy currently serves on the boards of the Humane Society of Missouri, Believe Academy, Delmar Divine, and LIV Recovery. He is a 2026 St. Louis Titan 100 honoree and 2025 DELUX Power 100 award recipient. Grounded in humility and service, Roy believes leadership is about showing up for people when it matters most.
